Remove support for downloading H2O logs from Spark UI
Description
The current implementation is far away from being ideal.
Logs are not available from the history server which was the whole point of this plus on the running application, the Flow UI is preferred.
It is also being blocked by our old jetty version.
This might be addressed by the telemetry which is about to be introduced to Sparkling Water
