Ensure that release does not depend on build id
Description
Currently, we need to invoke lots of manual steps to do release in case of failure. We can just increment the release patch number automatically without the dependency on the BUILD number.
The version is incremented as the last step in the release pipeline so if something goes wrong, we can easily just rerun the pipeline
