nthreads variable not honored in the h2o.init() function

Description

It seems that the nthreads in

function is not honored. I currently am running h2o version 3.32.0.1 on R version 3.6.2 on Windows 10. Whenever I initialize using the function and set my nthreads to a value below the maximum amount, it still would use all 8 cores of my computer to run h2o.gbm.
Here is the information that returns when I run init with nthreads=4.


However, when calculating I can see that all 8 cores are being used. I need to have 4 cores available for other processes to run.
